Iraq’s New Government Raises Hopes Even as Key Ministries Go Unfilled

Prime Minister Nouri al Maliki’s Cabinet, however, leaves open the key ministries responsible for security and military affairs for now, because lawmakers haven’t agreed on who should fill them.
